What Is Wrong With My Pygmy Date Palms?

Question: The 2 palms in our cage are both suffering for the first time in 9 years. They are about 12 foot high now. Each are double trunk and the smallest trunk of each have several fronds which are having difficulty opening and look unhealthy (dry looking, leaflets sticking together, and and sandlike gray brow granules over them). The healthy older fronds have the same sandy looking material mostly near to the trunk. I plan to treat with insecticide and fungicide and then use the Beyer systemic that I have used in the past to protect against like a white (different to this) scale. Any ideas? Thank you.
